Joel 3 opens with a declaration that “in those days, and in that time” — the same era as the Spirit outpouring — God will reverse the fortunes of Judah and Jerusalem. The chapter immediately turns to the nations. All nations are summoned to the Valley of Jehoshaphat, a location whose name in Hebrew means “the LORD judges” and which has been associated since antiquity with the Kidron Valley east of Jerusalem. The charge against them is specific: “they have scattered my people among the nations, and parted my land” (3:2), and they have traded Judah’s sons and daughters to the Greeks for wine and harlotry (3:3). Tyre, Sidon, and Philistia are called out by name for their slave trade in Israelites (3:4–8), and the word of reciprocity is given: their sons and daughters will be sold to the distant Sabeans (3:8).

The summons to judgment takes on the imagery of military preparation — “Beat your plowshares into swords, and your pruninghooks into spears” (3:10) — the deliberate inversion of the peacetime images of Isaiah 2:4 and Micah 4:3. This reversal underscores that the nations are being called not to peace but to judgment. The language that follows is that of the harvest: “Put ye in the sickle, for the harvest is ripe: come, get you down; for the press is full, the fats overflow; for their wickedness is great” (3:13). The winepress imagery will reappear in Revelation 14:14–20 as a New Testament image of final judgment.

The pivotal verse of the chapter is 3:14: “Multitudes, multitudes in the valley of decision: for the day of the LORD is near in the valley of decision.” The “valley of decision” (charuts, meaning “threshing” or “decisive cutting”) is the same valley of divine judgment, now named for the definitive verdict God will render. The cosmic signs recur (3:15 — sun and moon darkened, stars withdraw), after which “the LORD also shall roar out of Zion, and utter his voice from Jerusalem” (3:16). The chapter closes in complete contrast: while the nations face judgment, “Judah shall dwell for ever, and Jerusalem from generation to generation” (3:20), and “the LORD dwelleth in Zion” (3:21).
